CHAPTER II. Development of Indicators, Values and Weights, in Stakeholder Domains
Domain stakeholders are one of the tools in assessing the condition of fisheries management with an ecosystem approach. It is used to analyze stakeholders related to fisheries management in an inland waters ecosystem. It aims to determine stakeholders' role in managing fishery resources in inland waters. There are 4 (four) indicators in the fish resource domain environment, namely the level of cross-sector policy/program/activity synergy, stakeholder capacity, local government policy orientation, and local-scale fisheries management institutions.
The ranking indicators in each domain are ranked to indicate the level of importance of an indicator in an inland water ecosystem. On the other hand, the weights show the portion of each indicator in a domain.
1.1 Synergy of Cross-Sectoral Policies/Programs/Activities
The level of synergy of fisheries management policies is the level of integration and alignment of policies implemented in programs/activities between institutions/work units/sectors in supporting sustainable fisheries management, both central and regional. Measurement indicators of the level of synergy of fisheries management policies are carried out to determine the harmonization of programs/activities among stakeholders in fisheries management.
In measuring indicators of the synergy level between policies/programs/activities across sectors, the parameters measured include descriptions of policies, programs, and/or activities across sectors of stakeholders related to fisheries management, both those with positive and negative impacts.
Assessment indicators of the synergy level of policies/programs/activities across sectors use a Likert scale of 1 to 3. The value criteria for measuring indicators of policy synergy is that the more synergistic and harmonious implementation of policies/programs/activities among stakeholders in supporting management fisheries, the greater the value, and vice versa.
2.1 Stakeholder Capacity
The definition of stakeholder capacity building is constructive efforts made by stakeholders to increase the capacity of the resources. Measuring stakeholder capacity indicators is carried out to measure stakeholders' increased role and capacity in impacting fisheries management efforts.
In measuring indicators of stakeholder capacity, the parameters measured include activities carried out to increase the role and capacity of stakeholders, as well as the impacts resulting from the capacity building, for example participating in training, seminars, workshops, short courses, or higher formal education.
Assessment of stakeholder capacity indicators uses a Likert scale of 1 to 3. As for the value criteria for stakeholder capacity indicators, namely, the increasing capacity of stakeholders to realize sustainable fisheries management goals, the greater the value, and vice versa.
3.1 Local Government Policy Orientation
The definition of the policy orientation of the Regional Government is the orientation of the implementation of programs/activities/budgets in realizing sustainable fisheries management policies. The Measurement of policy orientation indicators for the regional government is carried out to identify activity/budget priorities in implementing sustainable fisheries management policies.
In measuring the regional government's policy orientation indicators, parameter measures include programs/activities that have been and will be carried out and the portion of the allocated budget.
The assessment of policy orientation indicators of the local government uses a Likert scale using a value of 1 to 3. As for the value criteria for policy direction indicators that support sustainable fisheries management, namely the higher/optimal portion of fisheries management activities/budget as a form of support in sustainable fisheries management, the value will be higher, and vice versa.
4.1 Local Scale Fishery Management Institution
The definition of local-scale fisheries management institutions is the existence of institutions that manage inland fisheries in realizing sustainable fisheries management policies. Institutional indicators for local scale fisheries management are measured to determine fisheries management institutions implementing sustainable fisheries management policies.
In measuring institutional indicators of local scale fisheries management, the parameter measured includes the existence of local scale fisheries management institutions and activities that have been and will be carried out.
Assessment of institutional indicators for local-scale fisheries management uses a Likert scale of 1 to 3. As for the value criteria for indicators of policy directions that support sustainable fisheries management, namely the higher/optimal portion of fisheries management activities as a form of support in sustainable fisheries management. It means the value will be greater and vice versa.
